HORN OF AFRICA GROUNDWATER FOR RESILIENCE PROGRAMME

PROJECT BRIEF

The overarching objective of the Horn of Africa Groundwater for Resilience (HoAGW4R) Program is "to increase the sustainable use and management of groundwater by beneficiary groups in the Horn of Africa (HoA)." In Kenya, the project will be implemented in five transboundary counties: Garissa, Mandera, Marsabit, Turkana and Wajir.

The Kenya project's which is estimated to benefit 1.5 million people living in the rural communities will focus on groundwater management, development, and use. The project will contribute to climate change adaptation and co-benefits in Kenya in two ways:

(i) building the capacity of groundwater institutions which will equip key actors with the requisite know-how to anticipate groundwater impacts and manage groundwater potential and possibilities for the counties; and

(ii) the project's development and rehabilitation of groundwater infrastructure which will augment the availability of freshwater to enhance climate change adaptation.

The key implementing agencies are the Ministry of WaterSanitation and Irrigation (MoWSI), the Water Resources Authority (WRA), the Regional Centre on Groundwater Education, Training and Research and the Water Sector Trust Fund (WaterFund) and County Water Departments (CWDs).

GRIEVANCE REDRESS MECHANISM (GRM)

This Grievance Mechanism (GM) is in place to address all grievances, compliments concerning the HoAGW4R in Project preparation, design and implementation. GM aims to enhance citizens'/beneficiaries' ownership and participation in the project, and serves as important feedback and learning mechanism that can help improve the project outcomes. The GM will be reviewed from time to time as indicated in the Stakeholder Engagement Plan (SEP). Currently, there are 4 levels of GM and Reporting:

3. TORs

The Program will apply the World Bank Procurement Regulations. The procurements under the Program are not expected to involve highly complex procurement activities. Most of the activities are consultancy services, and moderate value works contracts and supply of goods. The Terms of Reference are to be made available on this folder
