SafiSan is derived from two words: Safi (a Kiswahili word meaning clean) and Sanitation (an English word meaning hygienic management of human excreta from human contact).
Water Sector Trust Fund (WSTF) is the pro-poor financing institution of the Kenyan water sector, established under the Water Act, 2002 and Water Act, 2016. WSTF is mandated to finance water and sanitation services for the poor and underserved communities of Kenya.
WSTF successfully upscales water supply and public sanitation in urban low income areas through its Urban Project Concept (UPC) programme under Urban Investments. In addition, the Up-scaling Basic Sanitation for the Urban Poor (UBSUP) programme was developed in 2011 to offer access to sustainable plot level sanitation and safely managed treatment options for up to 400,000 residents of urban low income areas by 2018.
Explore the SafiSan Toolkit by using the modules below.
This module focuses on the definition of UBSUP and some of the key characteristics of the programme. A distinction is established on the use of UBSUP and SafiSan as well as the phasing of the whole programme. The incentives of the Water Service Providers are highlighted.

This module highlights the operation activities covering the sanitation service chain from toilet to treatment. It also considers the various business opportunities that can be tapped in the operation and implementation of the project. Posters and manuals are provided as a guideline for anyone involved in the use of the UBSUP infrastructures (toilets, Sanigo, Decentralised Treatment Facility).
UBSUP Business and Finance Model
This module has information on the various processes and tools that can be used to monitor and evaluate the UBSUP programme so as to determine its impact on the population in terms of water supply and sanitation. Different tools can be used in different scenarios.
This module holds the technical drawings and bills of Quantities of the infrastructures and technologies implemented within UBSUP: Toilets, Decentralised Treatment Facilities (DTFs) and Dry sludge carrier (Sanigo). This information is useful for the WSP responsible of the work supervision and can be given to the artisans and the various contractors in charge of the construction of the infrastructures.

Different stakeholders need to be trained in order to ensure the proper implementation of the UBSUP programme. Trainings are mainly targeting the WSPs who are the main implementing partner, however some trainings need to reach the actors on the ground (artisans, toilets users, social animators), and therefore the approach of training of trainers is adopted. This module encompasses all the trainings that need to be carried out before and during the UBSUP implementation.
