Mr Barako Elema Qatamur is with the State Law Office and Department of Justice as a Parliamentary Advisor to the Attorney General. He represents the Attorney General in the Board of Trustees of the Water Sector Trust Fund (WaterFund).

Mr Qatamur worked with the Judiciary for more than 11 years, as Head of Protocol in the Office of the Chief Justice.

Mr Qatamur holds a Master of Arts in Diplomacy and International Studies from the University of Nairobi. He has a Post Graduate Diploma in Law from Kenya School of Law, a Bachelor of Laws Degree (LLB), Bachelor of Arts in Journalism and Media Studies (Public Relations) and Senior Management Course from the Kenya School of Government (KSG).

Mr Qatamur is Certified Professional Mediator and a member of various professional bodies including Law Society of Kenya, Public Relations Society of Kenya, Protocol & Diplomacy International – Protocol Officers Association and Mediation Training Institute International, USA.
