Elly OchereElly Ochere is the Ag. Manager, Research, Planning and M&E at the Water Sector Trust Fund (WaterFund), having joined the WaterFund in July, 2018.

Mr. Ochere is a developmental expert with over 10 years’ experience in development economics having served in various capacities within the Water Sector in Kenya.

Key responsibilities in his portfolio include development, implementation and review of strategic plan, work planning and budgets and quality assurance of funded projects by both levels of government (National and County), multilateral agencies and development partners including; European Union, World Bank, Bill and Melinda Gates Foundation, IFAD, KfW, Saudi Fund, Governments of Finland and Sweden, DANIDA through results-based monitoring, evaluation, accountability and learning. The projects are implemented in various operational environments including both refugee and host communities.

Others are performance management through coordination of the institutional performance contract, strengthening of research and innovations through collaborations and partnerships and communication of projects progress and impacts by establishing and strengthening M&E systems to generate high quality and timely reports to internal and external stakeholders.

Mr. Ochere is charged with the responsibility of entrenching quality through establishment, implementation and review of quality management system. In addition, he advises the management on broader issues pertaining to investments in water, sanitation and water resources management projects.

Mr. Ochere holds a Masters of Business Administration (MBA) Degree in Finance from University of Wales (United Kingdom), a Bachelor of Science Degree in Actuarial Sciences with IT from Maseno University (Kenya). Furthermore, he is currently pursuing a Diploma in Project Management for Sustainable Development from International Training Centre of International Labour Organization (ITC-ILO). He is a member of the Project Management Institute (PMI-USA) and National Quality Institute (NQI-KEBS).
