1. Policy Statement

Water Services Trust Fund (WSTF) is committed to upholding the rule of law, transparency and accountability in all its operations. All members of staff and the Board of Trustees shall be bound by the provisions of Chapter Six of the Constitution of Kenya, 2010 on leadership and integrity.

2. Definition of Corruption

Corruption is hereby defined as: "the misuse of public office for private profit or advantage, acts of omission or commission in employment resulting in loss or disadvantage to WSTF and or any private gain to an employee"

Corruption includes but is not limited to:
  • Bribery;
  • Fraud;
  • Embezzlement or misappropriation of public funds;
  • Abuse of office;
  • Breach of trust; or
  • Any offence involving dishonesty:-
    • In connection with any tax, rate or impost levied under any Act; or
    • Under any written law relating to the elections of persons to public office.

3. Why Report Corruption

The benefits of reporting corruption include:-
  • Economic growth since if corruption is eradicated, there will be a conducive environment for business and job-creation, and improved economic performance;
  • Increase in domestic and foreign investment resulting in increased investment and reduced poverty through creationof employment opportunities;
  • Development Partners will increase assistancepartners due to confidence in the economy which will boost the economy of the Country;
  • Effective, responsive, responsible, fair and efficient public service.

4. Corruption Reporting Procedure

4.1 Who Can Report Corruption

Reports on corruption may emanate from the members of the public and members of staff

4.2 How to Report Corruption

All reports on corruption shall be received by the Chief Executive Officer. All reports/complaints of corruption received by WSTF shall be treated with the utmost confidentiality to ensure protection to those who provide information. Complainants can use the Form attached to this guidelines to present their complaints in a typed or handwritten complaint letter done on normal foolscap size paper giving their identity and contact details.

4.3 Processing of Corruption Reports

The complaints once received shall be reviewed and analyzed by the Integrity Officer who shall take the following action(s):
  • Acknowledge receipt of corruption reports within 7 days of receipt;
  • Document andanalyze the complaints received and identify possible action to be taken by the WSTF;
  • Verify all allegations with the relevant persons and/or organizations;
  • Submit the reportto the Integrity Committee;
  • The Integrity Committee will deliberate on the matter and make recommendations to the CEO;
  • Members of staff and the Board of Trustees shall be required to step down if suspected of corruption or when the allegations of corruption made against them are found to be credible pursuant to the provisions of the Public Officer's Ethics Act,2003 until cleared;
  • After the allegation is verified and action taken by WSTF, the complainant shall be informed of the outcome
